The role fulfills a dual mandate: representing National Offices within HFHI by ensuring that their realities, priorities, and capacities are visible in regional decision-making, while simultaneously acting as HFHI’s representative to National Offices, channeling the global strategy, network resources, and institutional standards. The role is built around three collectively validated pillars: (1) Strategic Partner to National Leadership — the NPM serves as an evidence-based advisor to the National Office Executive Director and Board; (2) Network Activator and Change Catalyst — the NPM acts as a knowledge broker and facilitator of exchanges among National Offices; (3) Integrator and Central Hub — the NPM coordinates the multiple lines of work delivered by the Area Office to each National Office.**Key Responsibilities:**The role has the following responsibilities:**Strategy** - Develop and maintain an up-to-date strategic context analysis for each National Office, integrating programmatic, financial, governance, and organizational capacity dimensions. - Facilitate the identification of Area Office–National Office priorities and formalize a jointly agreed management framework with leadership. - Participate in National Office reflection forums, strategic planning processes, and planning cycles by providing regional and global perspectives, introducing alternative models and experiences from other contexts, offering input on the alignment of organizational structure with strategy, and verifying consistency with the agreed framework. - Identify and escalate Area Office–National Office strategic misalignments to the appropriate decision-making bodies, providing analysis and options. **Governance** - Participate in and/or ensure institutional representation by coordinating with other Area Office representatives during National Office governance body meetings (boards, assemblies, committees), ensuring two-way visibility. - Support board strengthening processes, including performance assessments, profile identification, and onboarding of new board members. - Facilitate leadership succession processes within National Offices, ensuring transition plans are in place and keeping the Area Office informed throughout the process. - Support each National Office in maintaining an up-to-date organizational risk assessment—including governance, operational, financial, and reputational risks—and monitor mitigation plans, escalating issues to the Area Office when severity or inaction requires it. - Monitor the operationalization of governance and business continuity in each National Office, including calendars, evaluations, board commitments, compliance with HFHI requirements (NAA, Covenant, MOU), and indicators that may lead to donor commitment breaches, deterioration of organizational culture, or risks to financial sustainability. **Planning and Budgeting** - Review the budget alignment of co-funded programs, flagging significant deviations between program design and resource allocation. - Ensure alignment between National Office Annual Operating Plans (AOPs) and strategic plans, including Area Office priorities implemented by the National Office. - Support the national board in monitoring progress against the strategic plan, ensuring visibility of results and advancement. **Strengthening HFH Network** - Identify transferable experiences among National Offices and coordinate with relevant teams to document and share them with offices facing similar challenges. - Promote the creation of learning spaces among National Offices by coordinating with functional areas to facilitate thematic workshops, working groups, and communities of practice. - Coordinate the maintenance of the network’s directory of capabilities and expertise, incorporating input from the Area Office knowledge areas. - Connect National Offices with resources, expertise, and experiences from HFHI’s regional and global network—including innovation opportunities—by coordinating with relevant teams. **Program Design and alignment** - Participate in and contribute to program and proposal design processes, ensuring alignment with strategic priorities and National Office capacities. - Strategic Partnership and Resources Development - Provide country-context intelligence to Resource Development working groups. - Facilitate connections between National Offices and regional partnership or consortium opportunities. **Integration** - Coordinate Area Office functional team interventions for each National Office, prioritizing and sequencing support according to absorption capacity. - Ensure that information regarding workflows and interventions between the Area Office and each National Office flows in both directions, remains current, reliable, and accessible. - Participate in organizational change initiatives affecting the portfolio (NAA, Covenant, COS, UNIFY), representing the perspective of each National Office. **Competencies** **1. HFHI Institutional Knowledge** Demonstrate deep knowledge of Habitat’s organizational structure, available resources, policies, and institutional frameworks. **11. Country Context Analysis and Political Acumen** Interpret political, social, and economic dynamics that affect the operations of each National Office within its context. **12. Program Evaluation and Pilot Design** Assess the quality and relevance of programmatic proposals and rigorously support the design of pilot initiatives.### **Education**Bachelor’s degree in International Relations, Political Science, Public Administration, International Development, or a related field. A master’s degree is preferred, with a focus on international organizations, development, or NGO management.### **Experience**Six to ten years of experience in regional coordination or partnership management roles within international non-governmental organizations.
